يحتفي اليوم العالمي للعمل الإنساني في التاسع عشر من أغسطس كل سنة بالعاملين في المجال الإنساني الذين يقدمون بلا كلل المساعدات المنقذة للحياة والمساعدات الإنسانية للمحتاجين، وكثيرا ما يخاطرون بحياتھم في الخطوط الأمامية للصراعات وفي الكوارث الطبيعية.
إنه يوم نناصر فيه العمل الإنساني ،حتى نضمن للعاملين في المجال الإنساني تقديم المساعدة للمحتاجين بشكل آمن وأكثر فعالية ونطالب فيه بإجراءات للتخفيف من معاناة العالقين في الأزمات.
وفي اليمن، تسبب التصعيد الأخير للأعمال العدائية في تفاقم الوضع الإنساني المتردي أصلا. وقد طال تصاعد القتال، بما في ذلك الضربات الجوية ،أھدافا غير عسكرية مثل المستشفيات والمدارس التي تضرّرت ودُمّرت، مما أدى إلى وقوع إصابات بين المدنيين الأبرياء، لا سيما النساء والأطفال الذين يواصلون تحمّل وطأة الصراع.
ولم يدّخر العنف المتصاعد العاملين في المجال الإنساني. ومنذ بداية الصراع، وجدت الطواقم الطبية بالخصوص نفسھا في مرمى النيران أثناء تقديم المساعدة.
إنّ الھجمات على المنشآت الطبية محظورة بموجب القانون الدولي الإنساني، وھي تھدد حياة ورفاھة الملايين من الناس الذين يعتمدون على المساعدات الطبية للبقاء على قيد الحياة ،كما ستؤثرعلى فرص الحصول على الرعاية الصحية على المدى الطويل، عندما يحل السلام .
وعلى الرغم من الوضع الصعب، يواصل الشركاء في المجال الإنساني في اليمن العمل على الوصول إلى أكبر عدد ممكن من الناس بالموارد المتاحة. وحتى الآن، استلم أكثر من 4 ملايين شخص في جميع أنحاء البلاد شكلا من أشكال المساعدة الإنسانية.
ومع ذلك، لا تحظى حالة الطوارئ في اليمن، بسبب الأزمات المتعدد في المنطقة، بالاھتمام والدعم المالي الذي تستحق وتفوق الاحتياجات بكثير قدرات الشركاء في المجال الإنساني على الاستجابة لھا.
وفي ھذا اليوم العالمي للعمل الإنساني ،إذ نتحّد كإنسانية واحدة للمطالبة بالفعل، نطالب أطراف النزاع باحترام واجباتھم بحماية المدنيين من الأذى بموجب القانون الإنساني الدولي والقانون الدولي لحقوق الإنسان والقانون الدولي للاجئين.
كما نطالب المجتمع الدولي بتوفير الموارد لتلبية احتياجات الشعب اليمني وتمكين العاملين في المجال الإنساني من تنفيذ مھامھم.

Sana'a, 19 August 2016 – Every year on 19 August, the World Humanitarian Day pays tribute to the world’s aid workers who tirelessly provide life-saving aid and humanitarian assistance to people in need, often risking their own lives on the front lines of a conflict and in natural disasters
It is a day to advocate for humanitarian action to ensure that aid workers can safely deliver assistance to those in need and demand action to alleviate the suffering of people caught in crises
In Yemen, the recent escalation of hostilities is exacerbating an already dire humanitarian situation. The spike in fighting, including airstrikes, has affected non-military targets such as hospitals and schools which have been damaged and destroyed, resulting in casualties among innocent civilians, particularly women and children who continue to bear the brunt of the conflict
Humanitarian workers have not been spared in the escalation of violence. Medical staff, in particular, have come under fire while providing assistance since the beginning of the conflict
Attacks on medical facilities are prohibited under international humanitarian law. These attacks put at risk the lives and well-being of millions of people who rely on medical assistance for survival and they will continue to impact the access to longterm health care when peace comes
Despite the difficult situation, humanitarian partners in Yemen continue to work to reach as many people as they can with resources available. To date, over four million people across the entire country have been assisted with some form of humanitarian aid
However, overshadowed by other crises in the region, the emergency in Yemen doesn't get the attention and the financial support it deserves and overall needs far surpass the capacity of humanitarian partners to respond
The mission of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is to mobilize and coordinate
effective and principled humanitarian action in partnership with national and international actors
On this World Humanitarian Day we unite as One Humanity to demand action
We demand that parties to the conflict respect their obligations under international humanitarian law, international human rights law and international refugee law to protect civilians from harm
We demand that the international community avail the resources to meet the needs of the people of Yemen and enable humanitarian workers to fulfil their mandate
